The land resource planning and development industry is witnessing the emergence of an outstanding leader in the form of Mr. NING De. With his impressive professional background and extensive experience, Mr. NING De has achieved remarkable success in the Guangxi region, becoming a pioneer in the industry. Today, we had the privilege of conducting an in-depth interview with Mr. NING De.

Mr. NING De graduated from the Urban and Environmental Studies Department of Peking University, specializing in regional economics. Since 1992, he has been working in the field of land resource management and planning in the Guangxi region, playing a key role in numerous projects. He currently serves as the Chairman of Guangxi Mingde Space Planning and Design Co., Ltd. and the Director of the Technical Committee.

Throughout his career spanning several decades, Mr. NING De has led or participated in numerous significant projects, including the overall land use planning of cities such as Nanning, Qinzhou, Beihai, and Laibin, as well as planning projects in multiple counties. He emphasizes the integration of fundamental research and applied research, upholding an innovation-driven approach to provide scientific decision support for land planning, land ownership, land utilization, and farmland protection. He recognized the limitations of traditional land spatial planning and analysis methods when faced with complex real-world issues. As a result, he spearheaded the establishment of a professional team dedicated to developing advanced technological tools to enhance the efficiency and precision of land planning and development.

One important research outcome of this team is the “GIS-based Automated Land Space Planning and Optimization System” Mr. NING De informed us that this system, based on Geographic Information System (GIS) technology, achieves automation and optimization of land spatial planning through functions such as data collection, spatial analysis, and model optimization. This innovative system not only greatly improves the efficiency of the planning process but also accurately predicts the effects and impacts of land resource utilization, providing decision-makers with scientific foundations.

Furthermore, the “Intelligent Land Spatial Analysis and Planning Platform Based on Spatio-temporal Big Data” is another significant innovation by Mr. NING De’s team. This platform utilizes big data technology and spatiotemporal analysis methods, integrating multiple data sources, including land use, economic development, environmental factors, etc., to achieve comprehensive analysis and detailed planning of land resources. Through this platform, users can obtain comprehensive land information, conduct in-depth data mining and analysis, and provide scientific foundations for planning and decision-making. Mr. NING De pointed out that the application of this platform in important projects has already yielded significant results, offering powerful tools for feasibility assessment, risk warning, and decision support.

However, the development process of these innovative technologies was not without challenges. Mr. NING De humbly mentioned that his team encountered many difficulties and obstacles during the technical breakthroughs and data integration. However, they remained steadfast in their innovative spirit, overcoming obstacles and continuously improving their technologies and algorithms. They closely collaborated with relevant departments and professional institutions, engaging in experience exchange and technological sharing, collectively driving the industry’s advancement.

These innovative technologies have also achieved remarkable results in important projects. Mr. NING De shared several exemplary cases with us. In a significant land development project, they utilized the “GIS-based Automated Land Space Planning and Optimization System” to simulate and optimize different scenarios, ultimately formulating efficient land utilization plans. This approach not only saved a significant amount of resources and time but also garnered unanimous recognition from the industry. In another project, they employed the “Intelligent Land Spatial Analysis and Planning Platform Based on Spatio-temporal Big Data” to conduct comprehensive analyses of current land usage and future trends, providing scientific guidance for project planning and decision-making while effectively mitigating risks.

Mr. NING De’s outstanding work has received wide recognition from the industry, earning him numerous honors and awards. Among them are the first prize for Excellent Achievements in Land Use Planning by the Ministry of Natural Resources, the second prize in the 11th Guangxi Social Science Outstanding Achievements Award, and the second prize in the Land and Resources Science and Technology Award by the Ministry of Natural Resources. He has also been honored as an Outstanding Communist Party Member for the 2007-2008 term by the Guangxi Land and Resources Department, as well as holding positions such as Executive Director and Deputy Secretary-General of the Guangxi Land Appraiser Association. These accolades not only acknowledge Mr. NING De’s personal dedication but also recognize the accomplishments of the team he leads.

During the interview, Mr. NING De emphasized that technological innovation is an indispensable driving force in the field of land resource planning and development. He called for more industry professionals to pay attention to and invest in technological research and development, working together to create a smarter future. He believes that through the application of innovative technologies, we can better protect land resources, enhance planning and decision-making capabilities, and make greater contributions to socio-economic development.
