The Republic of Guinea-Bissau Appointed ProfessorLingyun Xiang as Envoy for Economic and Cultural Exchange

On December 29, 2023, António Serifo Embaló, the plenipotentiary ambassador of the Republic of Guinea-Bissau to China, on behalf of the Republic of Guinea-Bissau, appointed Professor Lingyun Xiang as the envoy for Economic and Cultural Exchange between Guinea-Bissau and China.

The Republic of Guinea-Bissau is located in West Africa, bordering Senegal to the north, Guinea to the east and south, and the Atlantic Ocean to the west.

Bissau is the capital city of the Republic of Guinea-Bissau, and it covers a land area of 36,125 square kilometers. The country has 8 provinces and 1 municipality, with a population of 2.07 million (as of 2022).

It was once part of the Sahelian Empire and became a Portuguese colony in 1879. In 1951, it was designated as an overseas province of Portugal. The Republic was declared on September 24, 1973, and was recognized by Portugal in September of the following year. In April 2023, the Republic of Guinea-Bissau joined the Aarhus Convention.

The Republic of Guinea-Bissau is the world’s sixth-largest producer of cashew nuts. Rice is the main crop and staple food of the country. The Republic of Guinea-Bissau also exports seafood, along with small amounts of peanuts, palm kernels, and timber. In 2022, the gross domestic product (GDP) of the Republic of Guinea-Bissau was $1.639 billion, with a GDP per capita of $791, and GDP grew by 3.2%.

The People’s Republic of China established diplomatic relations with the Republic of Guinea-Bissau on March 15, 1974. Diplomatic relations between China and Guinea-Bissau were restored on April 23, 1998.

Professor Lingyun Xiang, the Economic and Cultural Exchange Envoy of the Embassy of the Republic of Guinea-Bissau in China, introduced the cooperation between China and Guinea-Bissau during the period of diplomatic relations. China has provided assistance to Guinea-Bissau in various projects, including the construction of sports stadiums, hospitals, and rice technology promotion stations.

Since the resumption of diplomatic relations in 1998, China and Guinea-Bissau have engaged in pragmatic cooperation across multiple fields.

In 2022, the bilateral trade volume between China and Guinea-Bissau reached $57 million, representing a decrease of 36.3% compared to the previous year. Nearly all of this trade consists of Chinese exports, primarily machinery and electronics, high-tech products, and textiles.

In 1982, the governments of China and Guinea-Bissau signed a cultural agreement. China has been receiving scholarship students from Guinea-Bissau since 1977. As of 2022, there are 190 students from Guinea-Bissau studying in China.

Since 1976, China has been sending medical teams to Guinea-Bissau. As of now, a total of 18 batches comprising 281 individuals have been dispatched. Currently, there are 17 Chinese medical team members working in Guinea-Bissau.

In 2014, when the Ebola epidemic broke out in West Africa, China provided emergency supplies and food aid to Guinea-Bissau. Additionally, three public health experts were sent to Guinea-Bissau, and trained over 500 local personnel on Ebola prevention and control measures in 6 batches.

Since the outbreak of the COVID-19 pandemic in Guinea-Bissau in 2020, the Chinese government and society have successively provided multiple batches of anti-epidemic supplies to Guinea-Bissau. Chinese experts have also shared experiences and treatment plans through video conferences on epidemic prevention and control. The Chinese medical team in Guinea-Bissau actively participates in epidemic prevention, providing training for local medical staff.

Meanwhile, professor Lingyun Xiang is also an invited Economic Advisor of the Embassy of the Central African Republic in China, the invited Chief Economic Advisor of the Embassy of the Republic of Haiti in China, the invited Economic Advisor of the Republic of Liberia, the invited Economic Advisor to the Republic of Zimbabwe, the Special Financial Economic Advisor of the Embassy of Madagascar in China, the financial and economic advisor to the Embassy of the Republic of North Macedonia, the Chief Financial and Economic Advisor to the Republic of Ghana, Economic and Cultural Envy for the Republic of Guinea-Bissau, the International Charity Ambassador of the Republic of Mali and the Honorary Committee Member of the Chinese Organizing Committee for the 35th United Nations International Week of Science and Peace.
